Prosecutors about to charge them for distribution of child pornography until the parents of the boys wondered (loudly) about why the girls were not charged for CREATION of child pornography. Charges were dropped.

An 18 year old who has sex with his (or her) 17 year old girlfriend (or boyfriend) doesn't need to be a lifetime “sexual offender” and take classes to deal with his (or her) attraction to the underaged.

Exactly so. There is the letter of the law and the spirit of the law. The latter is frequently ignored.
