No, so it is a moot point. As for the Constitutional argument, communities can rally to ban churches/etc. If they take it through the legal pathways that is fine...if the group wanting to build objects, they can take it to court. Why should communities be able to ban walmart stores if it violates the private property rights afforded to us in the Constitution? think about it...
