I have no problem with designating an area as a whale sanctuary, but to Whom does one assign the task of notifying the WHALES where to go to be safe?

I believe the reason they choose the area is because it is one that whales frequent and perhaps return to often for mating and birthing.

The idea behind making it a sanctuary is that because it is a place that is easy to find and kill whales, it should be left alone so they have some place for respite.
