I have no personal experience on what changed, but I’d guess since the motivations are economic that nothing has changed. As a politician would you prefer spending your budget to keep people safe, for which you get no credit, or spending it to have bridges and roads built with your name on them? (Or, spending it on hiring people who know you’re the source of their income?)
