Actually, it doesn’t. The Constitution is merely paper.
It is the **MORALLITY** and honest good will of the people to abide by the rule of law that guarantees that the Constitution will fulfill its promise.

No...I beg to differ...it is the RULE OF LAW stated in the Constitution that guarantees it.
If you see it as only a peice of "paper", then you are not part of the solution, you are part of the problem.
