Somehow, I don’t see this getting through Reid’s Senate or Obama’s desk.

The Senate hasn't proposed, much less passed, a budget in well over two years. As a matter of fact I can't recall the last thing they passed. They certainly won't pass something that removes government power, no matter how slight.
