Exactly what I have been preaching.

The Constitution states that all money bills will originate in the house.

Neither the senate nor the president can spend money on their own.

So the house should send a bill to the senate granting $zzz dollars and stating where it is to be spent.

The senate can either pass it or not, but if not the house should simply say: “That is it, endo of discussion. Next item on the agenda, please.”

Wen they can’t pay the fuel bill on the presidents jets, helicopters, limo, etc., I suspect the bill will be signed.

Yes, the EPA, the Department of Education, etc., would all shut down, but it is not true that checks to Social Security, Military, etc., would shut down.

Obama can’t allow those agencies to be shut down because they all work directly for the democrats now. The NEA is now using our tax dollars to fund “art” that directly and openly calls for the recall of 4 republican governors and they’re doing it from within a tax funded art museum.

Wouldn't put it past him to find a backdoor around this...after all he is the fox IN the henhouse. But will the Republicans usher him in the front door remains the question.

It won’t shut down, they’ll just use direct authorization in lieu of a budget. All a budget does is authorize spending in particular areas. The same can be done with direct authorization from Executive branch and there’s nothing in the Constitution preventing the Executive from issuing orders for funding.

He’ll just direct OMB to spend as the Dems see fit.
