You're not up to speed.

Repubs will still NOT vote on it if Obama does not introduce spending. He has not done it behind closed doors so McConnell is challenging him to do it in Congress IF he wants Repub votes.

Otherwise Obama owns this thing without ONE Repub vote.

You’re the one that’s not up to speed. This plan has to pass Congress, which requires GOP votes, and then Obama gets to propose the cuts. First, Congress votes on ceding the authority for the President to raise the debt ceiling up to 2.3 trillion dollars unless two thirds of both houses vote it down. After that initial bill is made “law,” Obama is supposed to come back three times with cuts if he wants to, and then he gets his debt ceiling raise unless two-thirds of both houses oppose it. The substantive effect of this plan is Congress capitulates to the President and the deficit continues as is.
