Obama didn't. That document is the product of Amateurs in the Hawaiian DOH Bureaucracy. I have a similarly fabricated document issued by my state. (I was adopted.)
Actually, the response should be, he doesn’t have or cannot afford to have a CIA, NSA or FBI department create a document for him because such would instantly prove he is a fraud and too many people would then have direct testimonial proof of it.’
