WASHINGTON (AP) - The top Republican in the Senate proposed on Tuesday giving President Barack Obama sweeping new power to, in effect, unilaterally increase the nation's debt limit to avoid a first-ever default on U.S. obligations. Minority Leader Mitch McConnell, R-Ky., offered a new plan to allow the president to demand up to $2.4 trillion in new borrowing authority by the summer of next year in three separate submissions. Those increases in the so-called debt limit would automatically take effect unless both the Republican House and the Democratic Senate enact legislation specifically disapproving it.
Obama would be able to veto such legislation.
The GOP plan would require that Obama submit spending cuts along with his borrowing requests. But unlike the increase in the debt limit, they wouldn't automatically take effect.
The new mechanism would take the place of the White House debt negotiations between congressional leaders and Obama. Those talks over spending cuts and tax increases have grown increasingly acrimonious.

This is unconstitutional on its face. The President cannot unilaterally, automatically enact spending cuts, even in this scenario.

BTW, no Democrat is going to sponsor legislation to give the President independent control over the debt level.
They spent years beating down Nixon's attempts in that area.

The Dems had the ball the first 2 years of the Obama administration and ran up both yardage and goals - think ObamaCare.
Now that we handed the ball to the Republicans, they decide to give it back without gaining either ground or points?
The Dems are thoroughly competent, and don't give up. HillaryCare was blasted, but they came back and passed ObamaCare. What they learn from history is that persistence fails, and the Republicans get tired.
One shutdown gets blamed on Newt, and the Republicans run in fear from the idea of any new shutdown. Yet, in Wisconsin and Minnesota, the Dems force shutdowns trying to get the local Republicans to turn tail like the National Republicans.
The Dems learn from failure, and success. The Republicans don't seem to learn at all, at least not on the national stage.
