Actually I read the other day that this is not true due to the fact that all the computers would have to be reprogrammed to NOT send out the checks. And, that it could not be done in a flash, it would take a while.

Bump that. The system is designed with the imperative to print & distribute those checks, and has no means to not do so. He knows it; just a scare tactic.

Does raise the issue though that he may in fact be planning to halt welfare payments and ensure the blame falls on Republicans. A little rioting could go a long way...
