The public servant was spending money that came from his public servant’s salary. We’re paying our pols way too much if they can afford $300+/bottle booze. Not to mention the fact that, to my mind, a guy dumb enough to pay that price for bloody grape juice doesn’t inspire a whole lotta trust when it comes to spending other people’s money wisely.
Ryan didn't order the wine. The other person at the table did. Ryan did not know how much it cost. When he found out, he paid for one bottle to avoid the appearance of impropriety. I don't see how he has done anything wrong, even by your standards (ie, that public servants are wrong to drink expensive wine).

The person complaining is a public employee and there is an $800 bottle on her table.
He was being treated to the meal. He only paid for the wine because of her whine. Allowing hedge fund managers to pay for his meal might be his only mistake.
Did you read the article? Ryan did not order the wine. He did not know how much it cost, but when he found out, he felt it would be best if he paid for his own meal and 1 whole bottle, even though he only drank 1 glass of the wine. Read the article.

So, it’s HIS money. HIS paycheck. He has a job, makes the money and spends it the way he sees fit. If he liked the wine...good for him.
