The question isn’t why would the CIA dream up such a lunatic idea, but who in Pakistan would think it plausible to spread the rumor that the CIA would attempt such an idea?
To paraphrase H. L. Mencken, “Nobody was ever discredited by underestimating the intelligence of the Muslim public.”
A lunatic thinks any insanity can spread throughout the asylum. And he is right.
