Rules.The Health and Human Services Executive Commissioner
shall adopt rules that mandate the age appropriate vaccination
of all female children for HPV prior to admission to the sixth grade."
The definition of mandate is a command by a person,
group, or organization (the 'mandator') to another
(the 'mandatary') to act in a particular way, or here
to ingest, inject, imbed a poison or other substance
they do not want and for which informed consent was
never taken.
Yep the mandate part is in the RP65 but that is only one section. Another section entitled Parental Rights is in the same PR65 you quote. It reads as follows:
Parents Rights. The Department of State Health Services will, in order to protect the right of parents to be the final authority on their childrens health care, modify the current process in order to allow parents to submit a request for a conscientious objection affidavit form via the Internet while maintaining privacy safeguards under current law.
So you have the mandate section but with the expanded 'opt-out' section for those that choose not to be included in the mandate.
