What can he invoke? There is enough money to service the debt, other things will have to be cut. To invoke the 14th amendment, and state we have to go into more debt, in order to honor our debt, is luaghable. The 14th amendment actually works to the GOP’s favor. If they have the spine to turn off the spigot, O will have to service the debt, at the expense of other spending - maybe Libya operations will have to stop, maybe the unspent stimulus hits the general fund...just remember this ‘catastrophe’ can’t happen, because the debt will be serviced.

Exactly.

I don’t think he can use the 14th to increase debt. Only Congress can do that.

Yes...

Section 4. The validity of the public debt of the United States, authorized by law, including debts incurred for payment of pensions and bounties for services in suppressing insurrection or rebellion, shall not be questioned. But neither the United States nor any State shall assume or pay any debt or obligation incurred in aid of insurrection or rebellion against the United States, or any claim for the loss or emancipation of any slave; but all such debts, obligations and claims shall be held illegal and void

Ignoring the civil war era parts:

The validity of the public debt of the United States, authorized by law, shall not be questioned.

Any debt beyond the debt ceiling is not authorized by law. Any borrowings beyond the debt limit shall be questioned.
