Now would this 'U.N. top human rights official' be the guy from IRAN, the Sudan, Rwanda or one of those places where they Stone People To Death for stealing a loaf of bread?

Law comes from the rights of the governed. Since they have no enforcable government or rights, The UN is but a silly superlous body.
