Exactly. When you are confronted by something for the first time, and you have the ability to stop it, you tend to react. Especially cops in situations where the perps are still on the loose.
When the cops don’t do anything, don’t even pretend to be interested in the crime, that tells you that there is something larger going on. That takes random off the table right there.

Trouble is, nature abhores a vacuum and at some point, people will not take it anymore and then some guy or group of guys will take the law into their own hands and retaliate in kind and then all Hell will break loose. Can't say I would blame our hypothetical guy(s) either and if I was on a jury, I would vote not to convict.

We need a full public investigation by reliable investigators of a few of these mobs, phone, facebook, social network sites and tweet records. Examination of the preps under oath, a full mapping and breakdown of the social network and timelines.
