Everything and everyone here is paralysed and we feel left on our own, unsure whether it's actually safe for us to stay in the city...

Well, number one wake-up and start dealing with the problem yourselves. Stopping waiting. Folks handle their own problems generally do better than others, and always do better then the deadly passive attitude in the quote.

The fact that the body of the article shows folks are indeed dealing with the problem on their own in their own ways is healthy.

Kind of reminds me of the stalwart citizens of New Orleans that pitched right in and rebuilt their own...er, wait a minute...aren't most of them still in Houston living in trailers? :-)

You have to give it to the Japanese...they are not afraid of hard work. And, they're known for their substantial comebacks.

Except they’re dumping the soil here and there. At public parks where children play and in rivers that provide drinking water.
