Bush was in his second term. He had nothing to lose politically.

Leaving the problem of Iran to his successor was irresponsible, especially since he had several provocations from Iran that demanded a military response. The kidnapping of British sailors comes to mind, as do the IEDs clearly built & supplied by Iran.
