In order for Lake Superior's water level to rise due to the Antarctica ice cap and/or glaciers melting, Niagara Falls would have to become Niagara Lake.

It would have to wash through Wisconsin first, in order to wash away Chicago. Perhaps you’re thinking of Lake Michigan rather than Superior?

But maybe Superiro could flood Lake Michigan and THEN flush Chicago out to sea!!
