Having talked to a knowledgeable South Korean, I can add another view. He said that under the influence of the United States the SK military has been arming and preparing for a conflict with China or Russia as support to the US. Their jets and other equipment are all aimed at a high tech traditional war. Theyre not equipped to fight the type of war theyd likely be in with the North; low tech with human wave assaults. The SKs cant deal with the artillery that can fire one million rounds per hour into Soul.
One example he gave was the F-15, which was intended to go one-on-many with other fighters. While needed, the south cant mount the type of air cover and assault necessary to take out the artillery or kill mass assault troops flooding across the border. That would require hundreds of much smaller short range fighters.
