Filming the traffic stop could cause the police to be unnecessarily distracted adding even more danger to an already dangerous situation.

That is a non-sequitur. Filming without interfering is not distracting - as proven by the proliferation of police car dash cams.

Shining a light from a camera or just pointing a camera, especially at night, at police engaged in a traffic stop is distracting and potentially dangerous. She may have been within her rights to do so but she is still an idiot for doing so. Police dash cams are not distracting for police officers but a very helpful tool.
