Besides, trying something like RomneyCare in Massachusetts is the whole point of having 50 separate, sovereign states. Each state can try something different and other states can adopt what seems to work.

That’s the idea of states sovereignty. Let them each try something. If 50 states try 50 different health care programs, there is a good chance one will work well enough to be used on a national level, or else adopted by other states.
If each state is afraid to try a new plan, for fear of criticism if it doesn’t work, then the void will be filled with a national plan, which is what we have now.
