Looks like a couple of bruvvahs from the hood became Muslims in the slam and decided it would be fun to shoot something up.
Unbeknownst to the defendants, the weapons were rendered inoperable and posed no risk to the public.

The weapons were “...three machineguns and several loaded magazines for the machineguns, with the understanding that they would obtain grenades and other items necessary for the attack at a later time.”
First of all it is “illegal” to own a “real machinegun” in the state of Washington. In fact Washington State law classifies any part that can convert a semiautomatic rifle into a automatic firearm is considered a machine gun. So a special trigger sear can be considered a machine gun. Most true federal defined machines guns are highly regulated and cost several thousand dollars, require a federal tax transfer payment and a letter from a local law enforcement chief.
Probably what was being considered were three “relatively” cheap MAK-47’s or MAK-90’s, which are semiautomatic weapons that sort of look like an AK-47, but only fire in a semiautomatic mode.
Let's assume that no, a real illegal machine gun was desired. The typically cost of an AK-47 parts kit (in WA it would probably be considered a machine gun, but it would have a “cut” receiver and be parts that can not be assembled into a working firearm without other parts) for about $150 to $250. It would require the purchase and construction of a receive, some gunsmith skills, and violation of lots of laws for these guys to create a working firearm. However, for $450 to $850 a working semi-auto version of an AK can be purchased, if somebody goes through a federal background check to buy it new or from a firearm dealer.
So what did they think they were going to “get” when they paid $800 for 3 machineguns, extra loaded magazines, etc?” If they were lucky they might get one or two semiautomatic rifles with not a lot of extra ammo or magazines for $800.
These guys were not smart in so many ways.
