Misleading at best. New Jersey is a “may issue” state, but in prctice, unless you are in law enforcement or politically connected, fuhgeddabouditt! How many other states have the same problem? Lots, I’ll bet.

Except that there's almost no "may issue" states left, even on paper. Just about everybody is "shall issue", with a growing number of "issue what?" states where permitless CCW is legal (AK, AZ, WY, NH, and a bill that went down before this one passed in WI).
