You are correct; however, for most who do name godparents, this is an honor reserved for those closest to the family. It's not a surprise that those my husband and I chose as godparents are also named as primary and secondary guardians in the event of our deaths.
It was extremely presumptuous of her to suggest taking such a place of honor, given that there was no familial connection and she hardly even knew Bristol.

Does that mean she would regard McCain as a guardian in the traditional sense or does she not understand what legal responsibilities a godparent has and was making a mistake?
