This is made up BS. Fulbright Foundation grants are not intended for undergraduate study. Also if the author was correct that Obama had received a Fulbright fellowship somewhere in his academic career, that would be an admission that Obama was academically distinguished.
Or. . .it might show that the 'Fellowship' had been compromised.
