Barack Obama's records at Occidental remain sealed under the Family Educational Rights and Privacy Rights Act, which applies to all students. Unless Obama gives Occidental permission to release his record, it is illegal for them to do so, and Obama has not given Occidental permission, according to Tranquada.

Obama’s records ‘at’ Occidental are/have been no doubt sealed. However, his application via a Fulbright Scholarship which has government support is not part of his Occidental records. The application must have been leaked by someone who also might be the source of info as to the change from Barry to Barack. Also note that in the context of this information is that Fulbright Scholarships are two sided, i.e. for USA citizen students for further study past the college graduate level and for foreign students to USA who can be at the college entry level. My guess is that this might be the ‘straw’ and could even be a link to the Russian lady at a dinner party in Moscow a number of years ago who claimed an African-American by the name of Barack would become POTUSA.
