If ‘under-par’ is the goal [I do have at least that part right, no?], then why would assigning Barry a higher initial number help him finish closer to par? [I hope you’re one of these, ‘there’s no dumb question’ types of people. ;) ]
PS: if the question involves too long and complex of an answer, just let it go. I can take your word that Barry being assigned 100 vs Boehner’s 80 is humiliating, and let it go at that.
