The birds are stocked. Sometimes the stocking is done the night before a hunt, sometimes the day of. But the birds can fly.

Typically upland game birds are raised in flight pens as habitat decreases. These pen raised birds are not tamed. Then they are placed as described in areas where they can be hunted. Here in pa there are efforts to repopulate native habitat with birds caught in the dakotas.
