Sounds to me like Debbie is saying the Dems own the good part of the economy but any bad news is part of the hangover from Bush policies. And once we head into 2012 still mired in recession, she’ll forget about even these feeble statements.
Basically, Debbie is a Partisan Robo-Pol. Wind her up and she says whatever she needs to say at that moment to attack Republicans without any regard to historical fact.

The economy is in great shape!
I never allow the weekly dose of unexpectedly bad economic news to dampen my enthusiasm for the high performance expectations coming from all the Ivy League models. There are some surprising discrepancies, but overall, the economy is just about perfect, except for anomalies with unemployment, job creation, manufacturing, inventories, foreclosures, housing starts, housing prices, inflation, and uncertainty about future regulatory burdens, but everything else in the past 30 months has been all for the best and could not possibly have been any better.

Let’s see, the Bush administration lowered taxes to get us out of the tech bubble collapse and tried to rein in Fannie/Freddie but was rebuffed by the congress. Yep, O owns the economy along with his congress (mostly both parties).
