Your comprehension is faulty. The code exempts dwelling units. It exempts Single Family or Two Family Dwelling Units. For apartment complexes it says keys will be required for all other rooms as specified in plan review. Rooms does not mean individual apartment dwelling units.

Well what do you know? It's a former government employee defending a government scheme to further erode freedom. Still in the union? Plan approval. So you were the guy with totalitarian authority to enforce ridiculous, arbitrary, and contradictory codes... stealing my money and time. Thank you sir, may I have another?
