Actually, NATO cannot promise to leave the ruins alone because then that is where the "enemy" would stash all his stuff. It is like swearing not to bomb hospitals. That promise guarantees that the enemy, especially communists or Moslems will turn hospitals into headquarters and ammo dumps etc.

That said it is appalling that we are attacking the dictator who, while not exactly "on our side" had dumped his nuclear ambitiions and quit giving the US a hard time. We are trying to trade him for an AQ sharia regime.
