I've never said that. In fact, I'd love to own my own aircraft carrier. Having fired a number of blackpowder cannons, having my own Howitzer would be cool too.
None of which authorizes ANYONE in government to restrict my Right to own them. If I want to show up with something to bring to the Party, then I have to follow the Govs guidelines for militia service. This in no way limits anything else I may own.

No where in there does it say that participation is compulsory. Nor in the later 1862 or 1903 Acts.
Militia service has ZERO bearing on the individual Right though. The Right is not conditional upon militia service. Period.
