My heart breaks for all of these folks who have lost everything, so please don't think I am questioning them or their needs, but I was only aware that FEMA gave low interest loans to folks to help with rebuilding. Does anyone know what amounts FEMA gives when someone has insurance available to rebuild? Does more go to folks who don't carry insurance, as in those who might have paid off a mortgage?

In a case like this where you have lost everything, even a higher insurance policy that covers rebuilding costs plus contents won't pay for everything - I understand helping these folks out and am curious how FEMA decides who/where to pay. This sure sounds like they are choosing friendly areas of the country to "reward"

Do you actually know any people like that? My mortgage has been paid off for years and I'd no more go without home owners insurance than I'd go for a stroll without any clothes on.
