Ah ha! You've discovered Jesse Jackson's and Al Sharpton's business model! Although it worked much better back in the days before omnipresent video cameras.

There ya go.

It is similar to the m.o. of the Westboro “Baptist” creeps.

They blow into a town where a vet’s funeral or a military celebration is about to be held, setup their “rally” as close as possible to the proceedings-—hopefully on public property or some other parcel owned by a part with “deep pockets”-—and then act out with as much obnoxiousness and ignorance as possible.

Object: provoke a fight so that the municipality or property owner can be sued.

It is a proven effective tactic; I see the gangbangers had something similar in mind.
