It’s hard to generalize with Hispanics, as they come from so many different countries/cultures, and often can be like night & day. Here in the northeast they certainly have gotten a lot of civil service jobs, with “bilingual education” being tailored almost exclusively to employ Hispanics as both teachers & aides on a large scale. DC has a large black population, and I don’t think those federal jobs are the type that someone else would move from 3 states away to take. The illegal alien issue certainy dogs many of them as well; when that is not an issue they generally seem fairly well aligned with whites in terms of government employment. I know several whites who knew early on that they were going to be policemen, teachers, or postal workers; the private sector didn’t attract them at all (probably because their parents had been civil servants, and it seemed like a decent living).

Hispanics that have been in the area have definitely figured out the “preferred hiring” by the government here in the northeast; many of the newcomers (mostly South Americans) are here illegally, and it will be their “anchor babies” that get those positions when they grow up (if they want them). Then again, I don’t see many government jobs opening up in the near future at any level; states, counties, and municipalities can’t afford them anymore, and the people in those jobs are in no rush to turn in their golden ticket.

Definitely bi-lingual education is a Gov't jobs jobs jobs racket for Hispanics. Many people attribute the rise of the black middle class to them getting Gov't jobs either fairly or via affirmative action. You cannot say that the Hispanic middle class is a creation of them having Gov't jobs
