"One" probably can't. A whole bus load can. What needs to happen a couple of times is for one of these "gangs" to try to storm a bus and have everyone on that bus beat the crap out of them and dump them in the street.

Actually, one can do very much. A shot fired and a mob will scatter. They don't think individually when attacking, but if someone fights back (a gunshot), then they do react as an individual.
