What a useless description. It might as well say "The perps were between the 10% and 90% in height, of average weight, in summer casual dress, with various hairstyles." Well that certainly narrows it down! What is the point of giving a generic description of a large group like that?

Yeah. The Cleveland police did that recently in a news report on a crime. Gave a typical description of the criminal without mentioning whether he was white or black or some other color. Lots of use that description was.
