The USGA uses a GHIN. Golf Handicap Index Number. They are displayed in tenths. However, using the USGA Equitable Scoring method one can 'limit' one's exposure on any given hole depending on one's handicap.

Just a guess but I would say, having seen Obozo swing on TV a few times, that on a Par 72 tournament course running a minimum of 6,800 yards from the White tees, I would expect him to score a gross of 100 +. Boehner's NO 8 either. You can't be an 8 and play once every month. Not at his age. Figures lie, and liars figure!

That’s much deeper into it than I care to contemplate. Most golfers lie about their handicap, kind of like women lying about their age.

A recent issue of Golf Digest had the 150 best golfers in Washington. Boehner was listed fairly high up the list and as an 8. Where did the number come from? Who knows? Was it indexed for course difficulty? I doubt it.

I’m with you. Having seen Obama’s swing, it’s easy to believe he is a 20+ handicapper.
