I don't want to get into a discussion of what constitutes a “natural born citizen,” but Rubio was born in Miami, Florida if that helps.

He meets the Jus Soli requirement, but IIRC he doesn't meet the Jus Sanguinis requirement.

There are plenty of good spots for him - I think we're better off leaving the top two spots to folks who are unquestionably NBC.

Unless proof of their naturalization prior to May 28, 1971 is produced Marco Rubio must be considered as NOT a NATURAL BORN CITIZEN.

Morco's status may be the same as that of Barry Soetoro, aka Barack Hussein Obama who is NOT a NATURAL BORN CITIZEN.
