No, it’s not legal. I was talking to my new congressman’s staff, and they wanted me to sign up on their official congressional office contact list. I was told that they have to keep separate contact lists for official and political purposes. They were not allowed to copy contact databases from their campaign committees to their official database. They also are required to maintain campaign headquarters separate from their district offices. Members of congress even carry two cell phones, one for official business, and the other for political purposes to avoid co-mingling politics and business.
The American flag has alternating rows of six and five stars. This image "flag" has eight.
Technically it might be legal if it’s just limited to getting “information” (propaganda) from members of the administration. If the names and contact info are forwarded to the Obama campaign, it would definitely not be legal.

That’s weird. The U.S. flag has alternating rows of 6 (5) and 5 (4) stars. I count two consecutive rows of at least 7 on whatever is behind him. And the spacing between stars is much too close to be an American flag.
