Somehow I am picturing a Muslim working at a large grain processing plant putting something subtle like a powder into the mix after it is initially inspected. He could simply put human waste mixed with rotting animal flesh into the ground and create something very nasty in his own backyard to use, no need for a lab. You could sicken or kill lots of people this way. Britain is pretty inclusive and grain processing is often done on a huge corporate scale, not impossible for me to picture. Maybe not having ever worked at a grain processing facility I am missing something obvious as to why this wouldn't work.

I have never worked in a processing facility either but I watch those how it is done things on the Science channel and I’ve never seen one that they don’t thoroughly wash anything that they are processing.
