Has not the Department of Homeland Security told Arizona (and South Carolina) that they will shut down the E-Verify system?

The Supreme Court just upheld the 2007 AZ law that mandated businesses to use E-Verify.

A Win for Arizona, and the Rule of Law

The Supreme Court approved the Arizona law.

But Janet Napolitano told the governor of South Carolina that E-Verify can't be used to check immigration status.

So, we have the court approving the law. And the Department of Homeland Security making it impossible to enforce.
