It is still a voluntary program in most of the US. States like Arizona and Alabama have made it mandatory.

Those of us who have actually thought this through always knew that was a great camel's nose in the tent. Seems to be working quite well, as intended, to gradually make it mandatory.

I am doing everything I can to get it mandatory in VA. We are either a nation of laws or we are not.
