He succinctly stated the natural results of any form of socialism and it's brothers and cousins (like Marxism, Communism, and some other isms.)
When more is given to people as they become less productive, they tend to become even less productive. Then they become shocked into relative inactivity when they reach the limit of what is given to them.
Those courageous few who instead are shocked into rebellion and revolution trigger the next phase of the cycle, when that nation begins to be restored to productivity through individual responsibility.
But I over-generalize, I'm sure.
