CALIFORNIA: Senate approves bill allowing counties to raise vehicle fees

Individual counties could vote to raise vehicle fees under a bill that earned Senate approval today.
"This gives counties a tool they currently don't have in a time of crisis," said bill author Mark Leno, D-San Francisco.
In 2003, Gov. Arnold Schwarzenegger dropped the rate of what essentially is an annual tax on a vehicle's present value. The rate change from 2 percent to 0.65 percent took away a chunk of revenues counties relied on to pay for public safety and social services. A temporary increase to 1.15 percent went into effect in May 2009 and expires at the end of this month. Gov. Jerry Brown's budget plan calls for moving the expiration to 2016.
The proposal that passed the Senate by a 23-15 vote today allows a county board of supervisors, with a two-thirds vote, to authorize a vote for higher fees on county residents.

Not only does SB653 allow counties to raise vehicle fees with a vote from the electorate it allows School Boards to levy taxes and Also Levy a “Personal Income Tax” for the city. I read about this last night and almost flipped. I live in San Mateo Calif which is extremely liberal and they are forever putting School Parcel Measures on the ballot and they always pass. I have about $1500.00 just for school measures on my tax bill in addition to my property taxes. Now they will have the ability to make us pay and additional income tax for our city we currently pay 10% income tax for the state. Oh I made a mistake the Leno Bill SB 223 is what this article is taking about and it does just cover the VLF fee
allowing counties to vote on it. I need to look at the status of the Steinberg Bill SB653 for all I know they will pass both of them after all they can pass either of these bills with a simple majority the Democrats run the show here
and are attempting an end run around having to have Republicans vote to extend Temporary taxes to lessen the budget shortfall. Mind you they were supposed to take care of the budget woes when the so called temporary taxes were passed it did not help and now the Dems and MoonBeam want to extend the taxes. UGH!

Isn’t it nice how all these legislators are able to delegate out the responsibilities they supposedly ran for to local gubamints for certain things so they can pass more social re-engineering legislation? (which is what they really ran for)

Shifting costs back and forth between state, county, and local governments is a big part of every state's efforts to stay solvent. In Ohio, Kasich stopped various state payments to cities. Cleveland responded by laying off about 80 police and a few random vermin, instead of cutting corruption, and blamed it on Kasich for "cutting police coverage." Typical garbage that passes for governance in the good ol' USA, circa 2011.
