If that is indeed the report sent to the FBI, then I am sure he will be ignored, and rightfully so.
I doubt that the image presented would be ‘deemed’ acceptable as evidence in a court of law. Been buggered a little too much. Is a clean scan too much to request? If an attempt to clean up a crappy scan is what produced this insult then why not produce the original as well?
