The bill is for driving a big car in London. If you are familiar with London's fee system for driving anything bigger than moped, you would see how we ran up those charges. I think you actually have to phone some agency every so many miles there and pay up on the spot. It is the system left over from the Communist Mayor before Boris.

We are right NOT to pay the ‘charge.’ Boris tries to get around this TAX by calling it a ‘charge.’ By international agreement in 1960 or thereabouts diplomats around the world are not subjected to TAXES. [We DO pay if we’re parked illegally, break speed laws, etc.] But we are not paying this TAX on general principle.
