I doubt it. The Iranian regime uses this Good-cop, Bad-cop routine constantly to split the opposition. Khatami becoming President and the Reformists winning the election before Ahmadinejad was seen at the time as being a big deal, but in the end it turned out that the so-called Reformists didn’t really do anything because SURPRISE! They’re part of the regime too! All this is an elaborate strategy of tension to preserve power.
